General Meeting Minutes

The meeting was called to order by Larry Schwartz, President. 

Roll was called for all the clubs:

Secretary Judi Bakken read the minutes from the Board of Directors meeting by mistake.  Curtis & Rosie Vanek had the correct General Membership meeting from April 26, 2014.  Judi read the difference between the two minutes.

Treasurer’s Report                            

The Treasurer’s report was given by Carlyle Hillstrom.  As of July 1, 2014. The beginning balance $2,894.26.  There was income from club dues of $280.00.   All seven clubs have paid their dues.  Interest received was 21 cents.  Total income was $280.21   Expenses are USDA $100.00, BMI $150.00, ASCAP 123.00, North Dakota Secretary of State $10.00, Grant to 2016 Convention Committee $400.00, Web Master Payment of $300.00 and Larry Schwartz for Officer bars $101.18.  Total expensed are $1184.18.  Current balance is $1990.29.  Gary Chepulis moved and Tammie Clemens seconded a motion to accept the Treasurer’s report.  Motion passed.

Historian’s Report                            

Tammie Clemens reported that she has the Facebook page up and running.  We may “Like” and post information about dances and other Square Dance related stories and pictures.  The address is ND Square and Round Dance Organization Tammie has created a slide show of pictures from the Friday night dance. 

Insurance Coordinator Report        

The Insurance Report was given by Mark Krebsbach.  There are currently 7 clubs in North Dakota.  Two of the clubs participate in the Insurance Program.  The premium for the 2015 year is $4.45 per member.  The minimum fee per club is $45.00.  They sent the forms to the two clubs in September of 2013 and received the money and forms back from the two clubs.  The forms and monies have been sent to the National Insurance Coordinator, Pat Inglis.  A question was raised about only two clubs participating in the insurance program.  The eastern part of the state belongs to the Minnesota state association and therefore a covered in that state’s insurance program.  The Ramblers club is covered in the National Campers Association insurance program.  Mark & Bina Krebsbach stated again they would like to resign their position as Insurance Coordinator.  Art & Judi Bakken has accepted this position with training being provided from the Krebsbachs.


License Coordinator Report                        

The report was given by Gary Chepulis.

ASCAP & BMI –We currently have a $150 credit for year 2015.  Gary was able to get a waiver on the fee after many phone calls, and emails.  Gary doesn’t know if this will be a one- time waiver or not.  Our sincere thanks for Gary’s perseverance.

ND Secretary of State Annual Report - $ 10.00 per year (filed & paid 1/22/2015)

USDA annual fee: $100.00 Paid 7/22/2014

IRS (non-profit status) – must file every year after June 1st as our year is from June 1st thru May 31st.

Prairie Squares Report                     

Ray Hall reported not much new from Prairie Squares.  There have been a few minor increases in the cost.  Please make sure your clubs have someone dedicated to sending in schedules and updates.

Old Business

2015 Convention                              

Report was given by Larry Schwartz. The convention opened last night with 69 dancers and 33 cloggers for a total of 102 total participants.  The square and round dancing is held in the main hall and the cloggers are located in a smaller room. When the room was rented the management of the Burleigh County Senior Center stated they will not rent a room for the cloggers after this year.  When the International convention was held at the AMVETS the cloggers were placed at the Senior Center and they ruined the floor of the main hall.  Marlan Sorenson remembered that in the past the Senior Center schedule their main floor waxing until after the convention.  The management will no longer do that.  If Bismarck hosts another convention we will have trouble including the cloggers.  Wanda McGuire with the Whitewood Square Dance shop has chosen to cancel her shop this year.  With the numbers so low it wouldn’t be worth her time to come out.  She is working on a website to promote her clothing line.  We had Boy Scout Troop 89 presented the flags and escorted the veterans into the opening ceremonies.  There will be an after party following the dancing tonight.


2016 Convention

Report given by Larry Schwartz.   Because no square dance club had put in a bid for the 2016 state convention the ND Callers Association has offered to host the convention.  Because the bylaws state a club must sponsor the convention bylaws had to be studied and suspended for this one occasion.  The 2016 convention will be a one day event.  It will be held at the El Zagel Shrine in Fargo on April 30, 2016.  We will have the Board of Directors and General Meetings on Saturday morning, dancing in the afternoon to the callers from the ND Callers and Cures Association.   The evening dance will be called by national caller Dan Sahlstrom.  The Board of Directors has given a $400 grant to the ND Callers association for hosting the 2016 Convention.  Curtis Vanek made a motion to support the Board of Directors decision to award the 2016 Convention to the ND Callers Association.  Hella Helfter 2nd the motion.  Motion passed.

Number of Districts

Larry Schwartz reported that the Board of Directors' considered last year's convention question of changing the districts from four to two because of the lack of clubs in each district, and the NE district not having any club at all.  The Board of Directors has determined that there is no harm in having a district without a club or director.  And the NE district may have a club in the very near future.  It is decided we will leave the state with four districts.

New Business

2017 Convention

There is no bid at this time for the 2017 convention.  Sandy Sathre spoke concerning the Grand Forks dancers.  At this time they are taking dance lessons from Charley Huhtala on Thursday nights at Lake Agassiz Elementary in Grand Forks.  They are serious about forming a club and with the help of the L & M Squares they would like to host the 2017 convention.  Larry Schwartz encouraged Sandy and the Grand Forks dancers to form a club and  submit a bid and that he anticipates the Board of Directors would favorably consider it.  Marlan Sorenson encouraged Sandy to lockdown a location for the convention early.   Mark Krebsbach moved and Curtis Vanek seconded that the Board of Directors be given the authority to award a 2017 Convention bid when it is presented.  Motion passed.

Election of Officers

After discussion about 2016 Board of Directors during the time that the ND Callers Association is hosting the 2016 Convention, Mike Cleary made a motion that the present slate of officers serve one more term.  Allen Currie 2nd. Motion passed.  

The State Officers for 2015/2016 are:

President - Larry & Sharon Schwartz

Vice President - Gary & Diane Chepulis

Treasurer - Carlyle & Sally Hillstrom

Secretary - Art & Judi Bakken

Larry Schwartz reported that they are moving to Minnesota this summer and that therefore, he didn't think it would be appropriate to continue as President.  Therefore, he will appoint someone as President Elect to take over as President on June 1st.  He reported that Vern Laning had volunteered to serve as President or Vice-President if needed.  

Mike Cleary made a motion that the present slate of officers serves one more term.  Allen Currie 2nd.  Motion passed.

National Convention Delegates

North Dakota receives 4 votes at the national convention.  The 2015 National Convention representatives are Greg & Mary Ann Morford and Merle & Maureen Braaton.  The alternate delegates are Mark & Bina Krebsbach.  Bina Krebsbach has the form to be submitted to the national convention to register the delegates.  The delegates are asked to have a report on the convention at the next general membership meeting.

Charley Huhtala Scholarship

 Charley Huhtala, the new caller now training in Grand Forks submitted a scholarship request for him to attend the North Central Callers School.  The amount requested is $375.00.  Tammie Clemens spoke to her experience receiving such a scholarship to attend a caller’s school.  It was very educational and helped her better her skills. 

Curtis Vanek made a motion to pay the scholarship for Charley.  Hella Helfter 2nd.  Motion passed.

Callers Report

Jim Lizakowski gave the Callers’ Report.  The caller’s convention will be held on October 31, 2015 at the El Zagal Shrine, 1429 3rd Street North in Fargo.  They will have a workshop and an evening dance.  Dick Reiter will be calling the evening dance. 

There will be no Callers Convention in 2016 since the Callers are hosting the State Square Dance Convention.  That convention is being held on April 30, 2016 at the El Zagal Shrine.  This will be a one day only convention.  The Callers will have a clinic on Friday with Dan Sahlstrom a national caller.  Saturday afternoon will be all area callers and the dance on Saturday night is with Dan Sahlstrom.  This is a free will offering dance.  No registration necessary but please let the callers know if you are going to attend.

Larry Schwartz reminded Jim about scheduling the meetings on Saturday morning.



Curtis Vanek, Directors at Large, questioned who would be the Directors at Large for the 2015-2016 convention.  Larry & Sharon Schwartz will be the Directors at Large.

Vic Schwahn encourages everyone to attend the Friends at the Border dance on Saturday June 6, 2015.  This is the dance that replaces the International Convention.
